Global Lighting Partnership Program Launched

en.lighten has launched the Global Efficient Lighting Partnership Program which is an opportunity for countries around the world to achieve a coordinated global transition to efficient lighting. UNEP en.lighten and its partners will support interested countries in the design of National Efficient Lighting Strategies, including relevant policies and mechanisms, which will enable them to make the transition to energy-efficient lighting quickly and cost-effectively.

An integrated approach for designing policy measures will be utilized so that the transition will be sustained by the domestic market without continued external support and integrate environmental sustainability considerations. This includes: minimum energy performance standards (MEPs) to ensure the efficiency and quality of products; supporting policies and mechanisms to help restrict the supply of inefficient lighting and promote the demand for MEPS- compliant products; monitoring, verification and enforcement (MVE) which discourages the distribution of poor quality products; and, environmental sustainability actions such as product guidelines and sound disposal and recycling plans.

This integrated approach is the result of recommendations on the most effective ways to promote the transition to efficient lighting, provided by the en.lighten global expert Taskforces, based on experiences and best practices from developing and developed countries. In order to generate these recommendations, en.lighten enlisted experts from 40 organizations including; governments, private sector companies, civil society, technical institutions and international organizations.

en.lighten will provide targeted technical expertise to support the development of policies to maximize the time and resources required to implement viable National Efficient Lighting Strategies which target the phase-out of incandescent lamps as the first step in the transition to more efficient lighting. eEn.lighten support will also include the development of coordinated regional activities to ensure effective quality control and sustainable end-of-life programs for spent lamps.

A high level event is planned in conjunction with the UN Sustainable Development Conference (also known as Rio+20) in Rio de Janeiro, in June 2012, where partner countries will be publicly recognized for their efforts to move to low carbon economies and reap the benefits of efficient lighting.
